CUBA: EU suspends sanctions but sticks with dissidents

The foreign ministers of the member states of the European Union suspended diplomatic sanctions on Cuba for a period of six months on 31 January. The EU's decision to revise its policy on Cuba was a reward for Spain's dogged insistence that the sanctions, which were imposed in June 2003 after 75 political dissidents were rounded up and imprisoned without trial, have achieved little.
